Yeah the legion is bad but the NCR are not inherently the good guys just because its enemies with Legion. Like its a video game so youre not going to get the abstract complexity that real people and nations are, but fnv is pretty good at showing that the factions arent all just monoliths of copy +paste view points, and it does try to invoke that complexity to build a world that feels lived in. Thats why its such a cult game and that people stick with ???????
When you ask people about the NCR and the Legion they will (unless actually aligned with one) tend to give you very similar answers.

A critical event in an important character’s life is the slaughter of essentially civilians due to NCR miscommunications – this is something that comes up multiple times in different contexts. And you know what happens if you go to that location? You find that the NCR are camped there, running a refugee camp (badly) with posted rules that heavily restrict the freedom of inhabitants. The original group who lived there was run out after being massacred and their remainder lives in a location that barely can sustain them and mostly stay there because it’s defensible in case the NCR decides to finish the job.
People who have lived in the Mojave uninhibited for decades are complaining about the NCR elbowing in, taking their land and charging them taxes for the resources they used to be able to freely gather. The NCR, who I remind you is the New California Republic, has taken control of Hoover Dam and is trying to control New Vegas with little eye for the people who already lived there.
The NCR is truly revitalizing the original spirit of America, aka colonialism, and will steamroll anyone in their way.
